In Pennsylvania do taxes really come before past due child support claims?
Will any other creditors come before past due support?

If it were me I'd ask DCSE if they will open a case for you. If they handle this it will be far cheaper than you hiring a lawyer and filing a claim against the estate.

Also, in case you haven't looked into this, the child might be eligible for Social Security survivor benefits until age 18, 19 if still in high school, and indefinitely if they have a qualifying disability that started before age 22 and meet other program rules.
