You can always get a Pell grant from the government if you qualify, but no, not all colleges give institutional grants to out of state students. OP, Penn State merit aid is $5K for honors college. That’s it. |

The daughter of my recent uber driver received a full ride to Penn State. OOS. Psych major who graduated from a tech HS. Main Campus.
Uber driver is married. 4 kids. Not underrepresented racially Lives in a middle income community. I was surprised. |
