HS Tennis Team Question

My child is ranked 7th on his HS tennis team. When there are matches that the T6 players above them are unavailable to play in, the coach offers the opportunity to kids in the 9th and 10th places on the team, over my child and another child who is ranked 8th. Is this normal? To clarify, my child and the 8th player have never been offered a singles match for points for the team, and the 9th and 10th players have been, so it is not an issue of rotating the opportunity (which we would be fine with). I want to encourage my child to talk to the coach, but wanted to get a feel on whether this is typical first.

How are the rankings determined? Based on utr or matches played between them? Generally in high school there are players designated for singles and others for doubles. Is he getting left out for both ? Are the other players below him upperclassmen? Sounds strange to me but I guess I don’t have the full story

Matches played between them. Yes, the players below him are upperclassmen (he is a freshman, one is a sophomore and one is a junior). However, the seed below him who also gets passed over is a sophomore.
