| This is also farther than you specified but Shenandoah has a nice loop trail that is labeled accessible, called Limberlost. No overlooks I can recall on the trail but of course there are a lot you can drive to along the road. |

Patuxent Research Refuge has a short paved looped path coming off from the visitor center. They used to offer great tram rides through some of the refuge, but I don't see it on their webpage right now -- not clear if it just hasn't started for the season or if this is another casualty of COVID cuts. You could maybe call and ask them, if the individual is able to transfer to a tram.
Another idea is that Seneca Creek state park does pontoon boat tours of the lake -- again, if the individual can transfer to a pontoon boat, that might be a nice way to see the nature sights. |
