Never heard of a glow in the dark party but it sounds great. You'd need a place where you could basically do a blackout--a basement in someone's house probably is an option if you can cover windows completely, for instance.
This isn't a "glow in the dark party" but if you (or is it your kid who wants such a party?) are open to another idea, there is a place in Gaithersburg, Md. that does indoor "Monster Mini Golf" that has glow-in-the-dark elements, fog machines, etc. Yeah, it's not Northern Va., and it is decidedly cheesy--but fun, if the party kid or adult goes for cheesy fun. More of a commitment in travel time, though.
I'll watch the thread because I'd be interested to hear about other party venues out there for this type of party!
