Well, we wouldn't be welcome in Madison, WI -

Seems like the west coast is a good place to be if you are a dog Not surprised that Portland and Seattle were high up on the list.

This sounds like one of those regulations like "It's illegal in Arizona to chew tobacco on a Sunday around females." Not enforceable or enforced.
