Never, to both. And honestly it strikes me as the kind of thing someone says to someone who is not particularly attractive on the outside. If you want to compliment someone's character, I think there are better ways to do it. |

Hmmm. I guess I would just compliment the nice. I suppose I don't really give compliments for "beauty". Though I will talk about how beautiful someone is when they aren't there. |
