We are at NW Levine so I can't comment on Strathmore specifically but this was 100% the reason we switched to Levine from a different music school; she is now doing SO MUCH MORE in terms of fundamentals and theory. Every Levine student progresses through a "Keyboard skills" book which has one-handed two octave scales, arpeggios, chords, etc. in every key (something like 12 books in the series). They only have two performances a year, one in winter and one in May, so not a tremendous emphasis on memorization and performance; really just for the 5 weeks in Nov-Dec and then again in April-May.
I don't know about switching teachers within Levine but they do interview you as a new student and try to give you someone they feel you will "click with."
