Expired paper plates - legal?

Several people on my street (VA) have vehicles with expired paper/temp plates. This trend has got to be some kind of fraud. These can't be legal, right? Is there any reason why someone would have temp plates for over a year??

If you're not paying registration fees/taxes, that's theft from those of us that are legitimate.

This is usually because there is a hang up with the dealer getting them the permanent plates. Almost always smaller independent dealers. The bigger ones sometimes have plates on site so it's a non issue. If it gets to the expiration point the dealer should issue a new set. This doesn't always happen. Some dealerships suck. Why would someone drive around with expired tags on purpose? It's a ridiculous amount of trouble in tickets and getting pulled over. Even parked you get ticketed for this.

It's illegal. You must call the police.

I'm so sick of seeing this and seeing people with expired inspection stickers too. It's a free for all totally lawless in VA now.
