My brother doesn't have a personality disorder, he's not antisocial, he doesn't have a lack of conscience. He feels bad for doing it, but he just has to solve the problem and he's solving it. It's an issue of convenience. He doesn't LIKE doing it, he's just doing what he thinks needs to be done to keep his shed from getting infested.
DROWNING an animal is not normal behavior. It's not. And, I'm no "city folk." We have TONS of animal is my yard and I grew up in a rural area.
I'd report him. And tell him what I think of his behavior.

Actually I've read that drowning mice for example is the best way to dispatch them. Haven't done it but did read it.

There's the problem right there. He should put the chicken feed in a container that rats etc. can't get into, for example a metal trash can with a lid. That would be a whole lot more effective than first laying out a buffet for the rats and then trapping and shooting them. He should also clean up the chicken yard so that there isn't leftover chicken feed lying around. That is basic chicken-keeping hygiene.

Wouldn't some types of vermin kill the cat? Some of these vermin are damn vicious.

This is the prevailing line of thought in the country. My dad does this as well (to crows and other animals that eat the nuts from his walnut tree). I got out and moved to the big city as soon as I could. They are barbarians.
