I am 99.99% sure you can get a licence plate trace for a fee from various agencies and companies online.

I was followed for 10 minutes in my car today by a crazy driver Was just about to phone the police station when the driver of the car following me saw me on the phone and turned the opposite direction. She was following me for 10 minutes so she could have gotten my license plate number. Can she track me down by that? OMG. . .this was scary!
