This is not correct because they have to apply the two step rule. Sometimes it doesn't cause a pay increase if you are at a low step in the current position.

Sorry just saw the other part of your question. As long as there was no break in service the promotion rules apply whether internal movement or taking another job at another agency.

I have a question about the two-step rule (this is the rule that when you are promoted a grade, the salary is matched and then goes up two additional steps). Does this apply when switching agencies? So, for example, if I am a GS 13 at one agency and move to another agency at a 14, does the two step rule apply? I guess what I don't understand is what counts as a promotion.
