When you get promoted, you generally go up 1 grade, so for example from GS 13 to GS 14, Step 1. Until you are at the ceiling of grade levels. Then, after a year, you go to step 2. Then, maybe in 2 years, you go to step 3, etc.
If you switch agencies, I heard they try to match your salary - not necessarily give you a pay increase. If the job is capped at a GS level below yours, then they can try to match your salary by giving you a high step level.
This is not correct because they have to apply the two step rule. Sometimes it doesn't cause a pay increase if you are at a low step in the current position.
