Honestly, kids just like to play with other kids' toys. I would make a nice brunch from 10-12 and have kid friendly food like bagels and fruit salad.
This is what we did and people talked about how fun it was for 2 years! I also had a bubble machine for the yard and bought like 25 balloons. Toddlers love balloons. I gave them out as favors after the party, as well as bubbles and hot wheels. For food, I did a cheese strata, cinnamon French toast casserole, kolaches, fruit salad, mini bagels and cream cheese and offered bloody Mary's and mimosas as well as coffee and tea. It was from 10-1, people left in time for naps and it was a blast. We did donuts instead of a cake.
