He can say whatever he wants wherever he wants. Traditional rules of diplomacy be damned. If the British Government wants him to leave, they are free to ask him to do so. But they won’t, because they are desperate for a trade deal with the US, which they may or may not get. It’s no fun to be beholden to a stronger power, but that’s where Britain finds itself today. Fortunately the British are masters of passive aggression so they’ll just launch a juvenile response, like flying a stupid balloon over London.
