Either order a digital print and send them
The print on the mail or order a cheap package and send them one you have left over. If she complains explain that prices have gone up and if she wants something specific you can send her the website and she can order it.

I give my in laws, my mom, and my grandmother all one school picture. My MiL wanted specific things one year so my husband told her, “we have a 5x7 for you and dad with our package but if you want something extra here is a link to the website and our code.” She ended up ordering extra but now just takes our one picture a year. She complained because all my nephews and niece have the same background and we let our kids pick their backgrounds. She wanted them all blue one year. I told her our kids pick the background, which makes it interesting when the grandkids school pictures are all lined up.
