Again: If you watched the exchange, you can tell Jawando had done his homework and he was forcing Damon to admit on the record that the RJ Coaches for elementary were being cut and that even though Damon was targeting the remaining funds for the secondary level, that it would in fact NOT fund the RJ Coach stipends at ALL secondary schools and that some would go without.

If you can't see that, then your eyes and ears do not work.


The exchange, factually, went like this:

Q: Why are there cuts to RJ coaches?
A: Explanation
Q: How are you going to allocate the reduced amount?
A: We will give it to middle schools
Q: That means there is no money for elementary schools?
A: Yes, and explained why

Maybe you don't watch a lot of hearings like this? That was textbook.

To be clear, there can be real disagreements about the substantive decision being made here. But attacking the testimony and saying the man was evasive in talking about it just isn't true.

What? Or maybe let’s not look for malice in every action. There are a lot of great things and great people still working for MCPS. Our children go here. I want them to succeed so I am watching too. But this is a ridiculous argument. It’s a budget meeting stating facts. The program should be cut based on the source of funds so it sounds like they are trying to keep this resource where it is needed most. End of story.


Jawando was asking what he was asking because he believes the cut in RJ resources is a mistake, which he literally says, "I just want to say that that is something that we shouldn't be doing. We should be trying to go in another direction." He specifically is doing so because he said the principal he spoke with said if there was one thing he could ask for, it'd be for his RJ Coach to be full-time and not stipended.

Again, Jawando did his homework and knew why he was asking what he was asking and why he wanted Damon to say what he made him say on the record. I'm sure the Julius West Principal gave Jawando all the details he needed to press Damon the way he did.

JWMS principal is mostly checked out. When my kids were there over 5 years, he was gone half of the year, almost every year.


My kids ES teachers for the past 2 years are out about half the year.

Private is super expensive like $40k/year per kid. I didn't realize councilmen were that well off.

What bothers me about this exchange is that Jawando in his story about the Principal who loved RJ was clearly talking about the impact of a restorative justice specialist. The county has I think 8 of these specially trained people who draw a full salary and usually split time at schools that most need them. There are many stories of the good these specialists achieve. This is NOT THE SAME as the RJ coaches. RJ coaches are school staff members who are minimally trained and given a stipend to be a RJ coach in addition to their usual job. RJ specialists and RJ coaches are not the same. I wish this was made clear in their conversation. A case could be made for cutting RJ coaches — the stipend positions- but keeping or even adding more RJ specialists.
