The have a budget shortfall and are looking to cut plenty of items from the budget. It would seem that passing out laptops would just be an extra expense that isn't needed right now.

I would have to disagree with that. It sounds like a very basic expense. You make it sound like laptops would be a luxury. I contend they're an essential learning tool.

So, basically, schools with high FARMS. Seems appropriate, since those families are less likely to have the resources to go purchase a laptop. I cannot see anything wrong with this.

It's any school who didn't meet accreditation according to the VDOE website. As long as the money isn't coming from the county, that's fine with me (even though, on the whole, I think it's a waste.)

I agree.

Are they loaded with learning programs and low on RAM so they don't turn into just being video game and movie portals?

I really like the idea of the laptops but wonder about the practice/implementation.
