Mayor Bowser Asks for School Funds Reprogramming

Mayor Bowser has requested that funds be reprogrammed for a number of projects:

Money will be take from Garrison, Lafayette, Marie Reed, Murch, Watkins, Ward 4 Middle School, and Ward 7 Middle School.

Money will be given to Ellington, Roosevelt, Johnson MS, Kramer MS, Stuart Hobson MS, Janney ES, Langdon ES, Payne ES, Powell ES, Shepherd ES, and Standon ES.

I've got to imagine that the folks slated for Ward 4 MS ("Unicorn," if you want) won't be happy with this. We may not talk about them, but there are plenty of neighborhoods slated for W4 MS that aren't Crestwood. Ouch.

I don't think this is that big of deal. The original funds were only for planning. There has never been money allocated to actually open the school. They are leaving $2 million or so for that purpose. So, planning can still continue. What's ironic is that the funds being removed were added to the budget by then Council Member Bowser and now Mayor Bowser is taking them back.

She's gotta cover the Ellington overbudget by millions above the 140 million boondoggle somenhow.

It's crazy that "general project escalation costs," "current funding... does not accurately accurately reflect the scope of the project," "cost escalation, informed market conditions, unforeseen conditions, and scope of work alignment," etc. are all code for "we are a bunch of dummies who don't know how to plan."

Reprogramming is paperwork to prepare for the next reprogramming that results from said dummies continuing to plan wrong.

While I'm at it, 10 of the 13 projects slated to receive funding are $2.0 million or more. In the real world people who lose their jobs over these kinds of mistakes.

I would be worried if I was a school like Murch that this puts you at the back of the line for funds. When will their renovation be at this rate, starting in 2017??

Anyone know where we can look to see exactly how much was taken from each school? Also any news on what Bowser's "tweaks" will be to the final DME plan on school boundaries?

This kind of crap is why I only put in for charters even under the old system where there were six dedicated DCPS spots. DCPS just can't be trusted.
