Passing rent control apt to adult daughter

I am the only name on a lease for a rent- controlled apt in DC, where I raised my daughter for the last 15 years. She is now 22 and just finished college, and I am moving to another city for work. Can I "pass" the apt to her - take my name off lease, and add hers, without affecting rent control? Any referrals re: lawyers, DC depts, etc. most welcome.

OP here - why is this disgusting? This apartment is where my daughter grew up. I was not in a position to buy so we rent. Special rules re: family and real estate exist all over the place that affect transfer, taxes, etc. I would appreciate useful insights rather than ignorant judgments.

Ignorant judgments? I told you it wasn't legal to do that. So because she grew up there you think she has a right to pay reduced rent? Don't think so.

this is why rent control doesn't work. They need to be tied directly to income. And I say this as someone who got into a rent control apt in DC while in grad school and by the time I left I was making 80k and paying $1400/month for a two bedroom in the heard of cap hill. So yeah I saved a ton but rent control shouldn't be ongoing just cause you live there. And you should raise your daughter to try and do better than you financially.

I don't understand this. Why is OP disgusting? Because she wants to add her daughters name to an apartment? Or because she can't afford a house?

I don't know anything about these matters. What is op doing and why is she wrong?

Continue living there and add her to the lease.

If you move out, do so stealthily and after she has been on the lease for a while.

To those who are outraged, rent control in dc is not that huge a benefit anymore. It is a formula that basically means they can't raise the rent more than five or ten percent a year. Most rent controlled apartments are still pretty expensive.

I know someone who was added to the lease as a roommate to the original leaseholder. They jacked up his rent after discovering the original leaseholder was no longer living there. I'm not sure if that was legal or not

Just adding her with you still living there should not jack up rent.

OP for all the sanctimonious assholes who are calling you disgusting, please ignore them. They are probably doing something ten times worse and have the nerve to judge you. I don't think you trying to save your daughter money is disgusting. Honestly people, can we just inform the op of the laws without the BS judgment.

OP, know one so far knows the answer to you question. Ignore the haters and call 311. Ask them to refer you to DC agency that can address rent control questions.

The apartment will still be rent control, which affects all pre 1980 apartments in the district. I think with a new lease the increase is limited to just 5%.
