This is the prevailing line of thought in the country. My dad does this as well (to crows and other animals that eat the nuts from his walnut tree). I got out and moved to the big city as soon as I could. They are barbarians.

Why doesn't he just get a cat or two and keep them outdoors? That's how farm people deal with vermin.

Wouldn't some types of vermin kill the cat? Some of these vermin are damn vicious.

He needs to get a dog to keep the wildlife at bay (like on a farm).

What was he (and you) expecting though??? Of course the extra uneaten chicken feed is going to attract wildlife. Duh. And he lives near the mountains? I wouldn't anticipate anything less.

Maybe your brother can start feeding the chickend in a specific spot or feed tray so random bits of cornmeal aren't going to attract unwanted pests.

Like a fox? Maybe but farm cats have a lot of street sense, and at least all the squirrels and rats will be gone.

DROWNING an animal is not normal behavior. It's not. And, I'm no "city folk." We have TONS of animal is my yard and I grew up in a rural area.

I'd report him. And tell him what I think of his behavior.

Not your business.
When people are raising animals to eat, they can't tolerate vermin.
Unless you are concerned about how the chickens you eat are killed, I don't think it's your place to criticize him.

That said I could never personally kill an animal, which is why I don't raise them for food.

Actually I've read that drowning mice for example is the best way to dispatch them. Haven't done it but did read it.

There's the problem right there. He should put the chicken feed in a container that rats etc. can't get into, for example a metal trash can with a lid. That would be a whole lot more effective than first laying out a buffet for the rats and then trapping and shooting them. He should also clean up the chicken yard so that there isn't leftover chicken feed lying around. That is basic chicken-keeping hygiene.

My mom told me my grandfather would put vermin in a burlap sack and drop them in the river. It was a normal practice.
