Wow, and I was Having Feelings because a gay colleague just commented this morning that I'm wearing the same shirt I wore last week. Well yes, I only have five, so ...

That was incredibly cruel and mean. They are literally kicking someone while they’re down, someone with mental health issues. Dang. Then you wonder why people snap and do awful things. I sincerely hope that this woman does not find out about the pictures or cruel things being said about her.

Honestly I think the person who escalated this to HR is out of line. If he was really just trying to text his wife and otherwise not bully this woman in the office, then of course it’s not nice but he’s also not trying to hurt or embarrass her. But now there will be a whole “thing” about it and the woman will KNOW beyond a shadow of a doubt that people are making fun of her. What’s more cruel, really?

Uh, no way. That person was protecting themselves by going to HR. They want to be 100% in the clear in this reprehensible behavior. Not reporting could be seen as complicit. It’s not like she forwarded it to the group chat.

Kind of weird sock puppet OP, there is no scenario where the photographer is not the cruelest.

Actually dress codes are generally inherently sexist, so unless it’s stipulated and signed off by legal very carefully, they can’t just fire for that.

Because very little work gets done in most offices. Witness the hijinks of the OP stalking around with their phone trying to snap a secret photo. If this woman is absent a lot, but actually works hard when she comes in, she'll be well ahead of people who do nothing.
