Why not close the achievement gap from the top down?

Yeah they are. They couldn't afford it before, they can't afford it now. Principles aside.

I know a lot of families who sent their kids to a Catholic parish school. They aren't coming back. A great education at a great price. They can skip their vacations to pay for it.

Sadly, this may not be a troll. And unfortunately, in order to get a decrease in the achievement gap, some people will go for this option. It is much easier than the other option, bring the bottom up.
