They didn’t go public till she was 21 and because a 31 /32 year old going public with an 18 year old would have raised eyebrows

This is one of those things I feel like I've always "known" (like being pretty convinced Hilaria Baldwin was not Spanish!) but would never voice to avoid looking like a conspiracy theorist. So, I'm onboard.

I never realized that Beyonce started her career so early. The girls group (Girl's Tyme) was put together in 1990 when she was 9 and the girls in it were all 9 and 10 (in 3rd and 4th grade). Wikipedia made me laugh as it says the group did not achieve much success in its early years - no kidding, they were 9 and 10! They were very briefly signed to a label in 1995 and then officially signed to a label as Destiny's Child in 1997 when they were 17/18. They put out their first single that year and their first album in 1998.

The picture posted with the group and Jay Z was not until after they signed and were recording their album so around 1998 at the earliest. So they were 18-20 in the picture, not 15-16. They look late teens so that fits. There are pictures of them online from when they were 15/16 and they definitely look younger than in that picture with Jay Z.
