Do babies count for use of HOV lanes?

i'm the person who wrote at 11:25 that they have to be driving age. i wasn't kidding, but i now see that i am wrong. the person who wrote 11:54 is clearly kidding, for those who missed the humor, but i wonder if he/she wrote that making fun of my answer. in other states, HOV lanes do in fact require the second person possess a drivers license -- the point is for less people to be driving on the streets. So it surprises me that an infant would be considered an additional person for HOV purposes, but I am happy to hear that, since I just always assume I can't get on 66.

Of course an infant is a person! What are they? A quarter of a person? It's just me an little quarter squat in the backseat. Together we equal 1.5 people. Haha some of these posts are funny.

What about a corpse? Does that count as a person?

If not, suppose your passenger died during the journey. Would that put you in violation of the law? Seems harsh.

If corpses do count, couldn't I just drive around with a dead body in the passenger seat?

In order to qualify for use of an HOV lane, you have to be physically able to drive, but not necessarily legally. Thus infants don't count, but advanced toddlers, who could conceivably grasp the wheel, do count.
Chimpanzees count, because they could be trained to drive at least a few feet. Dogs and cats, lacking opposable thumbs, do not.

Maybe they count infants as an additional person because a part of 66 is in the only major highway in the States that is completely dedicated to HOV at certain times.

After last weeks' supreme court ruling that corporations are persons as regards the first amendment, you might be able to use HOV if you can travel with your ameritrade account open on your iphone.
