That doesn't help them because they need an ingress/egress point somewhere other than Carlin Springs -- that was ultimately what derailed it as a potential high school site. That site is already one of the biggest, if not the biggest, school site APS owns. There is no point in making it even bigger to the tune of a million dollars a parcel (once you include acquisition-related costs in addition to purchase price) when they can't develop the site further.

This is egress onto a different road- 4th St! Just because 4th street leads to Carlin Springs Rd...

That's what I meant. It would be an egress onto a different road. There's no code that I am aware of that the egress points on different roads must then FEED to different roads. That's probably preferred, but not required.
