I don't know much about how the FBI operates internally. My uneducated guess would be that either he really screwed up something, or he has been transferred somewhere safe and protected for the interim time between now and when Mueller's investigation finishes and some result with the sitting president is reached.

Maybe people who know more about the FBI and sensitive investigations could give a more informed guess.

He'd also get transferred if he cast aspersions on the investigation's prevailing narrative. The truth is we have no idea and can't favor any particular answer.

If so, the transfer to HR makes no sense. In fact, this idea makes no sense.
