How do you handle loud, constantly partying neighbors?

I feel for you. Our neighborhood has been increasing with rentals lately (my guess is no one wants to sell in this market). By far the loudest parties on our street were when a cop was renting a house. Cleary, we just sucked it up - as there was no-one to call.

You might want to try code enforcement. My hunch is that they have more than 4 unrelated people living there, and that's against the zoning regs.

Call the cops every time it happens. They will eventually start ticketing and/or arresting. If you see people drunk in the street or fighting (shouting at each other), mention that, too. If you believe they are underage, mention that, too.

Our town cops (in MD) told us to just keep calling every single time they woke us up. The cops will get annoyed at the people in the house and become more harsh with time. The trouble with noise ordinances can be that they do not have specific decibel levels; if the kids quiet down that night, they do not get a ticket. But if the cops have to keep coming back night after night, weekend after weekend, they will take stronger action. Eventually someone underage or with weed will be there and arrests will happen.

It is a HUGE pain to prove this though and it is up to the people complaining to show the proof that these unrelated people are all living there.

yeah, but if you do it in addition to all the police stuff, it still creates a headache for the tenants and the landlord, and eventually, they will either shape up or get out.
