A: The person’s remark was insensitive.

B: Filing this atrocious event under DC’s assault statistics allows Bowser to continue downplaying violent crime. People see assault and think fist fight, not mass shooting. Attempted murder would be a more suitable description.

What is “gun safety” going to achieve? These people are criminals. Why would they follow some gun safety law? Shooting people is also illegal and they’re totally undeterred by that law. Why would a gun law be any different?

How about you lock violent people up for a very long time instead? That would actually be effective.

Is that even a separate offense in DC? Not a lawyer, but my brief read of an MPD training manual is that you can charge "attempt of" for any felony, but the generic penalty for that crime is less than the specific offense of "assault with intent to kill," which carries up to 15 years. I don't think there is a separately identified "attempted murder" statute.
