Arlington condos - Windsor Plaza Ballston

I am looking to move to Arlington for work and have seen some decent 1bed/1bath condos coming to the market from the Windsor Plaza. They seem to be sold quickly. Do any of you have any experience/opinion on the complex?

I would love to know whether you think the building is well managed. The condo fees seem a bit high compared to other buildings.

Also, is it mostly a building occupied by owners?
what is the noise level (are neighbors generally quiet or of the party-type?)
Is there a problem with second-hand smoke?
