CC-ing everyone - why?

Anonymous
I’ve been tasked with corralling two groups so that they may establish a workflow for something not too important but visible: it needs to be fixed. Did some legwork to establish a foundation and set a meeting with everyone (about 40 people). One invitee - with whom I have no relationship - responded with some criticism and cc’d everyone. Aside from the fact that I am not the “owner” of this project, isn’t it generally considered to be bad form to reply all in such an instance?

What say you?

It is. Where are you and the person in the hierarchy and structure?

I am way below them in the hierarchy, and also fairly new to the organization, but very visible due to my proximity to executive leadership.
