Why is Nikki still getting 25% of the vote in the PA Primary?

I didn't see where the votes are coming from, but I am guessing from Pittsburgh and Philly Area?
I know Biden is getting 94%, but that is still higher than 75% of the vote...

Democrats, showing that you don’t have to cling to candidates with legal troubles, have rejected incumbent State Rep. Kevin Boyle, who lost his primary in House District 172 to challenger Sean Dougherty. Boyle was arrested recently for violating a protective order.

In a PA House special election the same night as the primary, the Republican won by only 20 in a district Trump won by 28.

These are awful numbers for Trump. If voters are still voting Haley at this point (and it's happening in significant margins), I'm not sure how you can count on getting these votes in Fall.
