Which agencies are the worst? Looking into fed jobs and I want to try to find a place I can really enjoy working without toxic management situations. So I want to avoid whatever I can.

Look at the rankings and avoid the bottom half agencies.

That being said, it's all about who your direct manager is. They can protect you from a lot.

CSOSA is by far the worst. Stay far, far away. Nothing good will come out of it.

State has management issues on the CS side under the M umbrella. Too many supervisors or newbies from other agencies that don’t understand how things are run at State.
