Get a cheap black and white laser printer. Samsung used to make them but they sold their printer business off to HP. |

This is for an older relative. She will want color and the library is not an option for her. |

All ink jet printers have this problem. You need a laser printer. Unfortunately, you stated that you need color, which means a more expensive printer. On the plus side, laser printouts do not fade over time or smudge like ink jet can. |
I have a Brother jet printer that I rarely use, and I have had no issues with it drying out. I do hear it running a "cleaning" program every now and then, so I think that prevents the jets from getting clogged. Brother makes inexpensive and reliable printers. |
I have a relatively inexpensive color Brother laser printer that has been fabulous. I’ve had it for three years and never had to change the laser cartridge. Over time it will save money, because I also rarely use the printer and I was always putting in ink cartridges on my inkjet. |
